January 2011 – The thought leadership team at Cadence Group constantly monitors ongoing industry activity to assure that clients maintain the most efficient practices for records management while keeping compliant with government regulations.
Executive Order 13556 regarding Controlled Unclassified Information (CUI) was released by the office of the President on November 4, 2010, replacing the Designation and Sharing of Controlled Unclassified Information (CUI) of May 2008. What does this mean for government agencies? We have reviewed the document and recommend the following action items for your Agency:
By April 4, 2011 you should:
-
Develop and execute an information analysis plan to identify controlled unclassified information
-
Consider markings, authority, categories, and subcategories
-
Submit this information to the Executive Agent (National Archives and Records Administration)
Other Reminders:
-
Define a mechanism for administering CUI policy
-
Respond with a plan for compliance and personnel training within two years after the Executive Agent issues initial policies and procedures
-
Create defined categories of information and implement changes to standard operating procedures
These tasks are not primarily an IT function; nor do they deal exclusively with personally identifiable information. As governance is assigned to the NARA, authority is related to the management of federal records.
A well-defined Records Management Program should drive required actions. The team at Cadence Group can provide further direction, resources and specific best practices to complete the review and develop the on-going practices to meet compliance with these requirements by the April 4 deadline, while working within your Agency’s unique structure.
If you need help analyzing your agencies requirements or facilitating development the NARA deliverable and an implementation plan, we can help! For more information, please contact us at info@cadence-group.com or 404-874-0544.
